Why register

So we know which car belongs to which home

The association keeps a simple list of residents' vehicles. It's what lets us match a car to a home — which saves a lot of confusion over spaces and notices, and means we can reach you easily if anything ever comes up about your car.

So please register every vehicle that parks here regularly — including a car whose pass you already have, a replacement car, or a second vehicle in the household. Registering is free and takes about a minute.

Owners and renters both use this page. Renters: you can register a vehicle yourself — you do not need to go through your landlord.

The parking rules, in short

  • Two spaces per unit, as marked directly in front of each home. Efficiency units have one.
  • Overflow parking is at the lower end of the parking areas and along Winding Creek Road.
  • Yellow-marked areas, within 20 feet of a street entrance, and in front of dumpsters are no parking — city fire code. Vehicles there are towed at the owner's expense.
  • Every vehicle must be currently registered, licensed and operable.
  • No boats, trailers, mobile homes or commercial vehicles overnight without written Board consent.

This can be your home here at Winding Creek or any other address — a PO box, a work address, wherever mail reaches you reliably.

Parking pass order — one pass $10.00

Your $10 covers two passes. You've entered one vehicle — adding a second costs nothing more.

What the $10 is. Your parking spaces and passes come with your home — the association doesn't sell them. The $10 covers what it costs to take a card payment and put the passes in the post, so that ordering online doesn't come out of everyone's assessments.

Payment is handled by Stripe. The association never sees or stores your card number. You'll get a receipt by email.

Questions about passes

How long until my pass arrives?

Passes are mailed by the association, not shipped by a warehouse, so allow a couple of weeks. Your vehicle is added to the registered list as soon as your payment goes through — you are covered while you wait for the pass itself to arrive.

I bought a car. Do I need a new pass?

If you're moving an existing pass to the new car, choose register a pass I already have and enter the new vehicle's details with your existing pass number. That updates which car the pass is tied to. Only order a new pass if you need an additional one.

I lost my pass.

We're extending a one-time courtesy to everyone. If you already ordered passes through previous management and have since lost them, you can replace them right now at 2 for $10 — the same as a first set. Order above as normal.

After this courtesy period, replacements return to the standard 2 for $45.

Why is there a charge if the passes come with my home?

Because the $10 isn't for the passes — it's for the card processing and the postage. Your two marked spaces and the passes that go with them come with your home, and the association doesn't sell them.

What ordering online does cost is a card processing fee to the payment provider and a stamp to put the passes in the post. The $10 covers those, so the convenience of ordering from your phone isn't paid for out of everyone's assessments. The association doesn't make anything on it.

I have more than two cars.

You still have two marked spaces in front of your home — that doesn't change with the size of the household. Any vehicle beyond those two can use the overflow parking at the lower end of the parking areas, or park along Winding Creek Road.

A third vehicle must be registered with the Board. Contact the Board at thewindingcreekhoa@gmail.com or 910-987-2573 with its year, make, model, color and license plate. The form above is only for passes you already hold, so it isn't the route for a vehicle that doesn't have one.

A car parked in overflow that nobody recognizes can start to look abandoned. Registering it with the Board means we know whose it is.

My neighbor only has one car. Can I use their other space?

No. Not unless that household has explicitly told you it's fine.

Both marked spaces in front of a home belong to that home, whether or not both are being used. An empty space isn't a spare one — it's where that household's visitor parks.

Silence is not permission. Neither is "they never use it," or having parked there before without anyone complaining. Only the household can offer their own space, they are free to say no without giving a reason, and they can change their mind at any time.

Pressuring a neighbor over their space is not acceptable, and the association will take it seriously. If it is happening to you, email thewindingcreekhoa@gmail.com or call 910-987-2573. You do not have to work it out with them yourself, and you do not have to justify wanting your own space.

I have a guest staying for a while.

Residents are limited to two in-town guests; out-of-town guests are unlimited if pre-registered. Rather than buying a pass for a guest, email thewindingcreekhoa@gmail.com with the dates and the vehicle, and we'll note it so the car isn't towed.
